A seasoned public sector lawyer with nearly four decades of experience, Byron has exemplified leadership, mentorship, and service throughout his career.

A former ACBA Board member, Byron has played a critical role in shaping our initiatives. His contributions to the ACBA Public Entity Law and ACBA Environmental Law Executive Committees have been instrumental in developing programs that provide invaluable resources to ACBA members practicing in these specialized areas. His leadership has helped these sections thrive, ensuring that government and environmental attorneys have a strong, supportive community within the ACBA.

Beyond committee work, Byron has made it his mission to foster the next generation of legal professionals. He actively recruits interns and law students to join the ACBA, broadening the association’s reach and encouraging young attorneys to engage in the legal community. His dedication to mentorship extends beyond recruitment—he takes an active role in guiding future leaders within ACBA sections, ensuring they have the tools and confidence to step into leadership positions.

A true community builder, Byron brings his enthusiasm for connection and camaraderie to ACBA events. He spearheaded the “Check, Please! Bay Area” social, bringing members together over shared meals, and has been a driving force behind the annual Environmental and Public Entity Ice Cream Social, a much-anticipated event that fosters relationships in a relaxed and welcoming setting.

Byron’s professional impact is equally impressive. With over 16 years as an attorney for BART, he has provided legal guidance on a wide range of issues, working closely with agencies such as the Capitol Corridor Joint Powers Authority, BART’s Government and Community Relations Department, and its Police Department. His vast experience spans roles as a deputy district attorney, assistant city attorney, and deputy county counsel, serving jurisdictions including the City of Alameda, the County of Marin, the County of Sonoma, the City of San Jose, and Clark County, Nevada.

A Stanford University graduate with a J.D. from Santa Clara University and an L.L.M. from Golden Gate University, Byron has also shared his knowledge as a guest lecturer at UC Berkeley Law School and as an adjunct lecturer at Santa Clara University Law School. His commitment to education, mentorship, and public service underscores his dedication to strengthening the legal profession at every level.

Through his leadership, mentorship, and tireless service, Byron Toma has made a lasting impact on the ACBA and the legal community. His recognition with the 2024 Distinguished Service Award for Government Attorney is a well-earned tribute to his remarkable career and unwavering commitment to the profession.
