Splitting the 9th Circuit?

Developing news on the possible split of the 9th Circuit into two creation of a 12th Circuit 

We have recently learned that according to Senator Dianne Feinstein’s State Director Sean Elsbernd, a field hearing on will be held on August 24th. Elsbernd says this field hearing—probably not publicly announced until a few days before it happens, is a very unusual step to take, and that combined with the hearing in the House back in March, several bills pending in both chambers, and Trump’s statements around the travel ban, is by far the most action Senator Feinstein has seen on this issue since 2005.

This bill divides the U.S. Court of Appeals for the Ninth Circuit into: (1) a new Ninth Circuit, to be composed of California, Hawaii, Oregon, Guam, and the Northern Mariana Islands; and (2) a newly established Twelfth Circuit, to be composed of Alaska, Arizona, Idaho, Montana, Nevada, and Washington.
